I recently came across this great post on Reddit which described “a camera lottery in Stockholm, Sweden. Drive at or under the speed limit and you'll be entered into a lottery where the prize fund comes from the fines that speeders pay.” The user writes that this has had a dramatic effect on reducing the speed that drivers go.
To me, it’s a perfect example of incentive-aligned systems thinking (where the incentive of winning money aka being “paid” to follow the law) produces positive behavior.
Create a business to create and implement this gamified law enforcement. It could even start by replicating this concept around the world.
